It was Mel BLANC (as usual with Warner for the most part at that time) who did the voice of the Coyote when he spoke. I'm sure Mel Brooks thinks of himself as refined and distinguished, but his performance style generally isn't (and in the 1950s he was a largely unknown comedy writer).

Unfortunately, 'Coyote Vs. Acme', as the movie was to be called, has had its release vetoed by the current incarnation of the studio's parent company, Warner Brothers-Discovery (the current boss has done that to other productions as well, so it's not an animation slight.) Hopefully if a new administration comes in for the studio they will reconsider a release.
